Where Can I Find HUBZone Assistance?

The HUBZone Certification is one of the Set-Aside Certifications from the SBA (Small Business Administration). Gathering all necessary information is crucial before getting started with the HUBZone application. There are three main ways you can find HUBZone Certification assistance:

  1. Office of HUBZone Assistance
    • The Office of HUBZone Assistance holds a conference meeting every Tuesday and Thursday from 2pm-3pm EST by calling the phone number 208-391-5817 (must have a conference ID)
  2. Your local SBA Office and PTAC Centers
    • Both offer evening and weekend classes on many of these topics.
  3. USBRI Certified Registration Specialist (CRS)

What documentation is needed to validate my entity?

Being a Federally Certified Small Business will increase your changes of being chosen for contracts with the federal government. If you have a SAM Registration and are ready to go further, consider getting your Federal Small Business Certification.

Some benefits include:

  • Bid on or directly be awarded Small Business Set-Aside Contracts
  • Federal Contracts $250,000 and below are Small Business Set-Asides – 70% awarded directly without the bidding process (important to be found easily)
  • 23% of all federal contracts are Federally Mandated to be awarded to small businesses

What is the difference between the WBE and WOSB Certifications?

WBE Certification vs. WOSB Certification

The difference between WBE (Women Business Enterprise) and WOSB (Woman-Owned Small Business) Certifications is while WBE is the state-level certification, the WOSB Certification is the federal certification. With a WOSB Certification, you will be able to participate in federal “no-bid” contracts specifically allocated towards Woman-Owned Small Businesses.

Some of the benefits of the Woman-Owned Small Business Certification are:

  • Federal Spending Mandate: 5% of all Federal contracting dollars are allocated to WOSB or EDWOSB certified businesses
  • Enhanced Contracting Opportunities: Opens opportunities for women entrepreneurs with Contracting Officers required to meet federally mandated quotas
  • Subcontracting Advantages: Enables subcontracting opportunities with Prime Contractors that must have a Small Business Set-Aside subcontracting plan as part of the bid
  • Direct Contracting Access: Facilitates direct interactions and contract opportunities with Prime Contracting Officers.
  • Exclusive Database Listing: WOSB certified businesses are listed in the DSBS used by vendors to advertise their certification and by the government to locate such vendors, imperative for “No-Bid” and “Direct-Award” contracts below $250K

How to prove you are a small business?

To prove that you are a Small Business, you must meet the qualifications set forth by the SBA (Small Business Certification):

  • Must be considered a small business by SBA standards
  • Must have listed the proper NAICS codes in SAM Registration
  • Must not surpass average annual revenue based on NAICS codes
  • Must not surpass number of employees based on NAICS codes

What happens after I submit my entity validation documentation?

After you submit documentation for entity validation, a ticket will be opened on your behalf. From there, FSD will review your documentation, getting back to you within 3-4 business days on whether it’s been approved or you need to upload additional documentation. If not uploaded properly, or the documentation has missing or incorrect information, this will slow down the process by 2-4 weeks.

What is a federal set-aside contract?

A federal set-aside contract is a portion of government contracts that are “set aside” exclusively for small businesses and SBA Set-Aside programs. These contracts ensure that small, disadvantaged, or minority-owned businesses have a fair chance to compete for federal projects.

There are four SBA Set-Aside Programs, each with a percentage of federal contracting dollars allocated toward them:

  • Woman-Owned Small Business (WOSB/EDWOSB)
    • 5% of Federal Contracting dollars allocated toward WOSB/EDWOSB Program particiapnts
  • Veteran-OwnedSmall Business (VOSB/SDVOSB)
    • While VOSB has many benefits, the VA set-aside 5% of federal contracts towards Service Disabled Veteran-Owned Small Business (SDVOSB)
  • Historically Underutilized Business Zone (HUBZone Program)
    • Specific federal contracts are awarded to businesses located in a HUBZone.
  • 8(a) Minority Owned Small Business
    • 5% of Federal Contracting Dollars allocated towards Minority-Owned Small Business Certification holders
