First response phase can include activities to meet basic human needs.  Joint Field Office setup, Individual Assistance as well as Public assistance. Recovery phase includes search and rescue support to communities  Helping to return to self-sufficiency, such as housing and medical support.  Long term recovery gets established to the community and individuals after the initial 30 to 90 days.
