What are the qualifications for set aside certifications?

In order to qualify and obtain for any set aside certifications you must have a small business. Next the business must be owned by a specific minority category. This would include  ethnic groups, women, veterans, and businesses at an economic disadvantage. Most importantly all entities must be registered under SAM.
